Throughout history, the line between the Emperor and the Pope has often been blurred.
From the ancient Mesopotamian kings to the Roman Emperors, rulers sought to consolidate all power in their own hands.
The Tarot deck contains two power-pairs, the Emperor and the Empress, and the Hierophant and the High Priestess.
In the mid-fifteenth century, when the first known Tarot deck was produced in Northern Italy, the Emperor and the Hierophant represented the separation of powers within the State.
Thus, the archetypal architecture of the Major Arcana in those decks reflected the power structure of that era.
